Profile: Mr. Burke is a retired Special Agent, US Army Criminal Investigation Command (CID), and has over 30 years of experience conducting and supervising a multitude of complex investigations from the Corporate/Governmental Board Room to Areas of Conflict. He has conducted counter-terrorism and drug suppression operations; protective services missions and personal security threat assessments of senior military and civilian personal; complex fraud and financial investigations/forensic audits, and served as an advisor to senior leadership on investigative and security related matters.

After retiring from the United States Army as a Chief Warrant Officer, Mr. Burke spent 11 years with the Special Investigation Unit (SIU) of a major property and casualty insurance company, serving as the Regional SIU Manager. In 2004 he became an Audit Manager for the Internal Audit Investigation Unit for a major healthcare provider where he remained for 4 years before leaving to sever as Managing Consultant and Chief Operations Officer for ELS Risk and Security Consulting, LLC.

David England, GCFA

Profile: Mr. England is a GIAC Certified Computer Forensic Examiner (GCFA) and GIAC certified in Reverse Engineering of Malware.  He is a retired Special Agent, US Army Criminal Investigation Command (CID) with over 20 years of investigative experience.  He has conducted and supervised investigations of major felonies including sensitive and complex fraud investigations, mortgage fraud, and computer-related fraud.  Mr. England was trained in computer forensics by the Dept of Defense Computer Investigations Training Program and he has over 8 years of experience conducting computer forensic examination and utilizing forensic analysis software, such as Guidance Software’s EnCase, and Access Data’s Forensic Tool Kit, and Wetstone Technology’s Livewire Investigator.  He has identified, protected, and preserved digital evidence in networked environments and conducted detailed analysis of data breaches and malware attacks (viruses, trojans and rootkits).     

 

After retiring from the United States Army as a Chief Warrant Officer, Mr. England was a special investigator for a large regional bank, where he investigated complex incidents of fraud, including phishing, information compromises, and other high-tech crimes committed across various lines of business, as well as misconduct or fraudulent activities committed by employees using technological means.  He has provided detailed computer forensic analysis in support of fraud investigations and assisted in eDiscovery matters for various entities. Mr. England has performed as a consultant regarding computer forensics to State and Federal government agencies, businesses and corporations, attorneys, and private investigators.

Robert Whritenour, CLPE

Profile: Mr. Whritenour is a Certified Latent Print Examiner (CLPE).  He has over 30 years experience in all facets of the forensic discipline of Latent Print Examination to include processing items of evidence/crime scenes for the presence of latent friction skin impressions (finger, palm and footprints) and the comparison of latent prints to inked prints. He served as a Special Agent/Latent Print Examiner with the United States Army Criminal Investigation Laboratory (USACIL). While in that capacity, Mr. Whritenour was responsible for the administration of a rigorous two year resident course of instruction in the science of latent print identification to students aspiring to be Latent Print Examiners. Mr. Whritenour has performed as a Consultant regarding the science of latent print identification to state and Federal government agencies, large corporations, attorneys, private investigators and private individuals. Mr. Whritenour is qualified as an Expert in the forensic science of Latent Print Identification in Federal, State, Municipal and Military Courts of Law.
